Purpose: The Program Manager, Partnerships and Services, oversees and manages programming related to neighborhood advocacy, capacity –building, system alignment and strategic integration of community development activities, including comprehensive community planning and development.  The Program Manager is to coordinate Neighborhood Allies’ CDC and CBO partnerships in a manner that produces new frameworks in understanding neighborhood changes and integrates all place-based and social development strategies to build vibrant, resilient, and sustainable neighborhoods for all residents.  The Program Manager will also be responsible for convening partners to develop quality data and analytical tools and metrics for neighborhood and organizational analysis that can help guide interventions and efficient use of resources to different types of neighborhoods.  Additionally, the incumbent will aggressively pursue new public and private funding outside of the familiar local funding community.

This position operates in a highly collaborative manner with external partners to help neighborhoods understand where they are and want to be (knowledge sharing and knowledge management), and the local leverage points to enhance the connections and transactions to get there.

Key Responsibilities Include:

  • Assisting neighborhood leaders and organizations to develop strategies, programs, products and services to address barriers and facilitate connections, transactions and investment;
  • Extending cross-sector partnerships and engage uncommon actors both directly in funding and indirectly through the coordination of activities to systematically and strategically address the most pressing neighborhood challenges;
  • Pursuing opportunities for new public and private funding;
  • Convening partners to develop the Neighborhood Dashboards, as well as working with intermediaries and community-based partners to develop a system and guide for measuring neighborhood progress;
  • Developing efficient and effective strategies that supports market –driven, collaborative and comprehensive approaches to neighborhood development;
  • Developing and maximizing connections and institutional relationships that link the neighborhood, its assets and low-income residents and neighborhoods to the larger regional opportunities, including workforce, and education;
  • Leading and supporting resident engagement, strategic integration, collaboration and results-oriented interventions;
  • Collaborating with staff to identify opportunities, prepare proposals, and prepare reports for funding support from foundations, corporations and various local and national sources;
  • Reporting regularly on achievements toward those clearly defined goals;
  • Operating as a liaison to community development (CDC) and community based organizations (CBO) in a supportive manner, including site visits, interviews, and evaluation of work plans, production and performance;
  • Coordinating with local and national consultants and external partners to assist the CDCs and CBOs by identifying best practices and methods to build capacity to carry out their neighborhood agendas

Skills and Qualifications:

  • Bachelor’s Degree in related field
  • At least 5 years of experience in community development, public service, or nonprofit program management
  • Knowledge of community organizing, involvement and engagement
  • Direct neighborhood development experience
  • Self-motivation and ability to work independently and in a team environment
  • Excellent interpersonal, written, and oral communication skills
  • Ability to bring diverse groups together that can work across race, class and ethnicity to create equitable opportunities and improved outcomes for distressed neighborhoods and individuals
  • Ability to create aligned contributions, build resilient relationships, acting on collaborative decisions and being accountable for measurably improving results
  • Strong convening, facilitation, and negotiation skills
  • Excellent judgment and be able to make strategic decisions in complicated situations
  • Positive attitude; maintains a “spirit of yes” and works through and adjusts to obstacles that may present themselves in a dynamic and ambiguous organizing environment
  • Grant writing experience is a plus
  • Proficient in the use of MS Office Professional
