Code Enforcement
City of Pittsburgh: Department of Permits, Licenses, and Inspections
Permits, Licenses, and Inspections (PLI) serves three primary functions:
Construction Permits
-Review, approve, and issue permits for all buildings and structures within the City of Pittsburgh
Code Violations and Enforcement
-Enforce City of Pittsburgh codes
City of Pittsburgh Licenses
-Regulate amusement, trade, and business licenses
-All licensing is guided by the City of Pittsburgh Municipal Code
*Report all code violations to the 311 Response Center by calling 311 or (412) 255-2621 or by filing an electronic form.

PLI’s public offices (and the adjacent zoning offices on the third floor) are open from 8:00 am to 3:00 pm Monday through Friday. Inspectors are available in the office from 8:00 am to 10:00 am and are in the field for the remainder of the day.
Please be aware that PLI’s offices are closed on the following holidays: New Year’s Day, MLK Day, Good Friday, Memorial Day, 4th of July, Labor Day, Veteran’s Day, Thanksgiving (Thursday and Friday), and Christmas Day.
Oakland Planning & Development Corporation – Oakwatch
Oakwatch seeks to improve the quality of life for residents, employees, and visitors by enforcing codes on negligent property owners, housing violations, parking violations, disruptive behavior, excessive noise, and underage drinking in the Oakland neighborhood of Pittsburgh.

Pittsburgh Parking Authority
The Public Parking Authority of Pittsburgh (Pittsburgh Parking Authority) includes a dimension beyond the basic responsibility to provide and maintain spaces for vehicle parking throughout the City of Pittsburgh. Their mission also includes supporting the efforts of city departments and agencies to ensure the economic progress of our region.

Facade Renovation
Polish Hill Civic Association
The PHCA manages three community gardens and coordinates volunteers to clean and maintain more than eight city-owned parklets, city steps, and other green spaces. In recognition for our volunteer efforts to clean and green the neighborhood, the PHCA won the 2012 Bob Award for Neighborhood of the Year from the Clean Pittsburgh Commission.

Urban Redevelopment Authority – Streetface Facade Renovation Program
Restored storefronts improve the pedestrian environment, attract more customers, and encourage economic development and investment. The URA offers several different facade improvement programs designed for commercial building owners and tenants to improve their storefronts.

Wilkinsburg Community Development Corporation
Since October of 2006, Wilkinsburg residents, business and property owners, county and state officials, and representatives from area non-profits and organizations have been meeting to create the Wilkinsburg Community Development Corporation. WCDC is a registered non-profit corporation, working in partnership with the business community, property owners, and residents of Wilkinsburg to foster economic development and improve the Wilkinsburg business corridor and quality of life within its boundaries.

Rebuilding Together Pittsburgh completes safety- and health-focused repairs and renovations for qualified homeowners.
Qualified candidates are…
- Earning less than 200% of the Federal Poverty Guidelines
- The homeowner of record for an Allegheny County property
- Current on all real estate taxes

ACTION-Housing
ACTION-Housing has provided Social Services and Programs for its entire history. They strive to improve the vitality and vibrancy of communities by offering essential supportive services and programs for residents.
Programs:
Allegheny County Accessibility Program: Allegheny County residents at 80% of the Area Median Income with permanent disabilities can apply for home accessibility modifications.
Family Savings Account Program: Receive up to $2,000 in matching funds when you open an FSA account for qualified purchases.
First Time Homebuyers: Learn the ins and outs of what it takes to purchase a home.
Homeless Families Services: Assistance for families experiencing homelessness or on the brink of it and looking to find a solution.
Homeowners Energy Efficiency Loan Program (HEELP): Receive up to $10,000 at a 1% fixed rate for home energy efficiency modifications. Applicants must be past recipients of Weatherization Assistance Program or LIHEAP work.
Mortgage Assistance Program: Meet with expert counselors to help get your mortgage back on track.
MyPlace Youth Program: Housing and social services for youth aged out of the foster care system.
Sustainability: Programs geared toward education and development of green residential living spaces.
Weatherization Assistance Program: A free program for income qualified individuals to significantly improve the energy efficiency and comfort of their home

Sustainable Home Improvement Partnership
The Sustainable Home Improvement Partnership (SHIP) repairs and weatherizes the homes of veterans, seniors, and disabled residents with local nonprofits and citizen volunteers.
You may be eligible to receive home improvement services if you:
Are a resident of Allegheny County.
Are a senior or disabled resident.
Are a veteran.
Have an income lower than 200% of poverty.

Habitat for Humanity of Greater Pittsburgh
Since 1986, Habitat for Humanity of Greater Pittsburgh has worked to make decent shelter a matter of conscience and action. They have built or rehabilitated nearly 80 homes in partnership with volunteers, local communities, and low-income families in need.

Housing Authority of the City of Pittsburgh
HACP encourages all of its residents to break the cycle and find the way out of public housing. Just because you grew up in public housing does not mean you have to stay there as an adult.
