Director of the Commercial and Business Lending Unit, Urban Redevelopment Authority of Pittsburgh

Catherine serves as Director of the Commercial and Business Lending unit at the Urban Redevelopment Authority (URA) and as the Program Director at Invest PGH, a Community Development Financial Institution affiliated with the URA. In these roles, she oversees a team of lending and outreach staff and deploys capital to small businesses throughout the City of Pittsburgh in an effort to create generational wealth. Annually, Catherine oversees the deployment of over $5 million in capital primarily to women and minority owned businesses. In addition, she leads efforts to improve customer experience and plays a pivotal role in large scale development projects. Since joining the URA in 2021, Catherine established a suite of lending and technical assistance resources for childcare businesses that has resulted in increased enrollment, staff retention, and improvement in quality of care.  

Catherine’s background is in economic development, small business, and public policy.  In previous roles, she oversaw place making efforts for anchor institutions in Philadelphia and Dublin, led policy for Pennsylvania on the Biden-Harris campaign, and managed economic policy and federal investments for U.S. Senator Bob Casey, Jr. on Capitol Hill. Originally from Pittsburgh, Catherine boomeranged back home after two decades working and studying in other cities. Catherine holds a B.A. in Political Science from Villanova University and a M.A. in International Relations from Dublin City University. She resides in the East End with her spouse and son and can frequently be found enjoying the trails in Frick Park.
