Position: Program Manager of Digital Inclusion and Innovation

OVERVIEW:
Neighborhood Allies is seeking a Program Manager of Digital Inclusion and Innovation to join a collaborative team working on community-driven programs and projects in the Pittsburgh region. Neighborhood Allies’ Digital Inclusion (DI) department proudly coordinates regional responses to bridging the digital divide by providing materials and technological skills training, including Beyond the Laptops and LevelUp412.
This role is structured to support a growing Digital Inclusion department at Neighborhood Allies that strives to bridge the digital divide. We work in the space between systems to connect multiple entities into a seamless network of access to digital resources, spaces, and tools for anyone wanting to improve their digital skills to build the future.

Reporting to the Director of Digital Inclusion and Innovation, the Program Manager of Digital Inclusion and Innovation will serve as the point person in a collective effort with community partners committed to developing and advancing coordinated community efforts to build scalable, sustainable models that achieve stated short, intermediate, and long-term outcomes. The Program Manager will work closely with the Digital Inclusion team to evaluate and document impact and best practices and share through its network of partners and affiliates. Additionally, the Program Manager will assess strategies of the pilot initiatives to address barriers, coordinate mutually reinforcing activities, work with community partners to build ongoing trust, communicate regularly and transparently, and facilitate program alignment with community organizations and nonprofits.
Strong candidates will demonstrate a commitment to improving the quality of life of Black and Brown people, and low-income populations of the Pittsburgh region. They will have a high level of integrity, patience, and thoughtfulness regarding community concerns, and have the experience and ability to analyze in-depth community, racial, and economic justice issues; effectively building trusting relationships with grassroots leaders and community-based organizations (CBOs) to facilitate tough conversations as they arrive. This is a full-time grant funded position with benefits.
KEY RESPONSIBILITIES:
- Serve as Program Manager for equitable digital access efforts regionally, including program project planning, monitoring, report development, evaluation, and project team oversight. Maintain program budget for course development and partnership investments, with oversight from the Director.
- Work with the Director and Communications team on storytelling for digital inclusion programs (newsletter, blog posts, grant reports, etc.).
- Act as a liaison between programming partners, vendors, and consultants.
- Lead outreach efforts to community-based organizations and residents and ensure transparency, open communication, and needs assessments.
- Lead and facilitate community stakeholder groups.
- Lead and support efforts for marketing to program participants and broader community.
- Support construction of physical Digital Inclusion sites, as well as future planned satellite and/or pop-up events.
- Track policy movement of broadband access and infrastructure projects, initiatives, and challenges in the City of Pittsburgh and surrounding areas. Research best practices, tech workforce/training trends and developments.
- Develop relationships with regional networks related to workforce and STEAM skills, programming, and recruitment efforts and work to understand workforce pipelines related to digital upskilling.
- Leverage creative event and workshop planning to showcase innovation and opportunities.
- Provide visualization support of data and outcomes to develop professional, public-facing materials. Utilize real-time data to improve the development of the region’s digital equity initiatives and priorities.
- Innovation around digital literacy skills delivery through user-centric design thinking approaches.
- Manage special projects as they arise.
- Develop knowledge and expertise in digital inclusion work.
- Manage and coordinate contracts and grants with Digital Inclusion partners and funders to ensure compliance and outcomes.
- Build and cultivate relationships with community partners, host organizations, and grantees to ensure impactful participation in the program and adherence to grant goals and deliverables.
- Document resident and community partner demographic info for input into CRM and tracking systems.
- Coordinate with diverse sets of stakeholders to ensure all aspects of each project are aligned and driving toward shared vision, mission, goals, outcomes.
- Develop and manage a detailed project plan to monitor and track progress and ensure that all projects are delivered on-time, within scope and budget.
- Develop comprehensive project plans to be shared with partners, team members, and relevant stakeholders.
QUALIFICATIONS:
- Familiarity with current issues in digital inclusion and/or economic development.
- Experience in project management, program development/curriculum development, and human-centered work, as well as experience with data collection and analysis for financial and programmatic review.
- Strong commitment to and understanding of Neighborhood Allies’ mission, goals, and core values.
- Minimum of 3 years’ experience working at a community-based organization, non-profit, education, or business.
- Exceptional written and verbal communication, including public speaking and the ability to represent the organization with external partners.
- Ability to make professional presentations and reports to major stakeholders.
- Strong organizational, project management, budgeting, instructing, and facilitation abilities.
- Highly entrepreneurial and flexible, with ability to prioritize.
- Ability to travel as part of work responsibilities and to work some evenings.
- Passionate and committed belief in community development.
- Master’s degree in Communications, Public Policy, Business, etc. preferred. Equivalent professional community development and project management experience or certifications will be considered.
- Experience working with the corporate sector a plus.

SALARY:
Neighborhood Allies offers a competitive salary and excellent benefits. Salary range is $60,000 – $65,000
